國內外動物收容所組織管理及教育現況與國內收容所改善策略

當前動物保護及關懷生命觀念盛行,加以國人飼養寵物風氣日盛,如何建構一套完整的動物保護教育計畫,促進人與動物之間的和諧關係已成為當前重要課題,因此本研究擬探討國外動物收容所組織、制度及調查國內動物收容所業務、空間與教育現況,並探索轉型為動保教育園區或強化教育功能之策略需求。期能達到下列長程的兼具動物福利的收容及教育功能的規劃願景: 一、了解國外動物收容所組織、制度 二、了解國內九所公立動物收容所的業務、空間與教育現況 三、探索國內公立收容所轉型為動保教育園區或強化教育功能之策略需求 四、探索國外動物收容所志工招募及管理原則 五、調查國內動物收容所志工對強化收容所教育功能的期望 六、收集國外兼具動物福利、人道收容及教育動物收容所之經營管理原則 七、建構國內動物收容所促進尊重生命及愛護動物之教育計畫架構 本研究自2004年開始陸續使用田野調查、深度訪談、參與觀察、問卷調查及參加各種相關動物保護研討會方式、英國動物保護組織參訪、網路文集收集翻譯等方法,來收集資料。 依據訪談結果,受訪之各個公立流浪動物收容所,由於本身現況與條件不同,以及受訪者之建議,動物保護教育中心之規劃因地制宜,可分成三種類型:1.成立示範園區、2.空間再造及3.中心教室。三種類型的定位與功能,主要是以其原本流浪動物收容與簡易醫療之功能為基礎,再依規模大小與定位而加入教育中心、休閒中心、資訊平台或社區教室等功能,以增進民眾參訪意願,落實動物保護教育的推行,促進與民間動物保護團體及社區互動交流。受訪者建議動物保護教育的計畫與議題,宜由中央負責統籌規劃,交由各收容所或教育機構推行,教育的議題依動物分類,可包含野生動物、經濟動物、實驗動物、陪伴動物等,再加上動物保護相關法規,等五大教育議題。

In recent years, people consider that it’s a fashion to keep pets, and the concept of caring and welfare of animals is popular. In order to encourage a harmonious relationship between human and animals, it’s important to setup a complete education plan for prevention of cruelty to animals. The object of the study is to set up a long term plan for animal welfare and education plan for people by researching the organization and system of animal shelter in other countries and the shelter business, space and education of the domestic country. The below are the plans for the study. 1. Study the organization and system of animal shelter of other country. 2. Study the business, space and education system of domestic animal shelters. 3. Study the strategy of conversion of the public shelter and education center. 4. Research the management and recruit of volunteer of animal shelter. 5. Survey the expectation of improving education of shelter 6. Collect the management and framework that with animal welfare, humane caring and education center. 7. Consolidate and setup a frame of animal shelter improvement and education. The research began in 2004 with the below approaches to obtain the data. They are field investigation, interviews, visit the organization, questionnaire, internet essay, articles and seminar. This research has defined three models according to the interviews and different circumstance of the public shelter. They are demo center, space re-structure and education center. The position and function of these three models are based on the scale and medical treatment of animal shelter. In addition to that, the researcher based on the scale and position to add education center, activity center, information plate form or community classroom to encourage exchange between community and animal protection group. People are interviewed would like to suggest the follow. It’s better to have government to consolidate and give the direction of animal protection education and executed by the separate shelter and education center. The subject of education can be with wild animals, economic animals, experiment animals, companion animals and animal protection laws.
