臺灣報紙報導流浪動物新聞之內容分析與敘事研究

長期以來動物與人類的生活息息相關,因此早期歐美等國開始討論動物權、動物福利等概念,甚至德國將動保法納入憲法、英國成立及具規模的防止虐待動物協會(RSPCA)。臺灣方面,於一九九九年成立動保法,但在該法中仍將動物設定為人類附屬品,而非一個生命而給予尊重。因此本研究欲探究臺灣社會是如何看待動物議題,以最接近人類生活的流浪動物為例,所收集到的樣本發現幾個現象,例如動保法並未與時俱進而有所修正;動保團體長年以來不停為動物發聲、爭取權利;政府單位則是被動地採取行動、態度消極。故本研究欲從建構社會輿論的媒體報導的角度,探究動保議題在臺灣社會面臨的困境。

  本研究選擇從二○一○年九月一日至二○一三年九月三十日《中國時報》、《自由時報》、《聯合報》與《蘋果日報》四家報紙的流浪動物之相關新聞進行內容分析法研究,檢視四報對流浪動物議題報導的表現;另外本文另從語藝觀點分析,將新聞報導視為一種藉由敘事過程,對閱聽人進行闡述某項議題,而形成社會輿論,選擇分析案例為,動保團體以具有爭議性的動物議題為出發,所進行的抗爭新聞,此抗爭訴求議題分別是要求收容所改善流浪動物的照護,以及停止針對狂犬疫情所進行的動物實驗。

  本研究認為媒體本身具有激發大眾對問題關切的能力,就社會環境教育性質來說,不僅有長時效性,並兼具強大影響力。因此,新聞媒體有其社會責任,在對動物保護意識的建立上,透過各種新聞報導案例,傳遞其意識的重要性,藉此促進社會善良風氣,並且藉由關切該議題者的主動倡議與揭露,反而令媒體主動報導,絕對能有效讓社會大眾關注。

Abstract
This research will discuss how the Taiwanese society views related issues. The Legislative Yuan has reinforced the Animal Welfare Acts in 1999, which, somehow, regarded animals as property belonging to human beings. In history, the ties of animals and human beings are close and the western world has begun to pay attention to animal rights and welfare. Germany has included Animal Welfare Acts in the Basic Law for the Federal Republic of Germany (in Germany, Grundgesetz für die Bundesrepublik Deutschland), while U.K. has found the RSPCA to ensure the rights of living creatures. Taking news articles about the current policy regarding to stray dogs for an example, my research therefore aims at revealing the fact that the authorities in Taiwan adopt a passive stance, while animal welfare groups undertake a proactive approach to ameliorate the status quo and urge the society to promote more amendments.
This research adopts content analysis on articles from The China Post, The Liberty Times, The United Daily News and The Apple Daily, and concentrates on a comparison of news event about stray animal problems. A cross-examination on overall categorization and individual category of the above-mentioned publishers aims to justify what related issues. This article also applies an approach of narrative study to investigate how media presents social movement raised by animal protection groups as socioldrama to its audience. Different types of narration, citation and strategic functions as element for inspections of ideology of the news publishers, albeit the media seldom shows clues of preference.
This research thus concludes that mass media should endorse its social responsibility and help to promote animal-welfare in Taiwan. Media influence plays an indispensable role in environmental education and in encouraging people to pay attention animal-welfare issues. This article highlights a lack of decent care and attention for animal-welfare in the society.
