流浪動物與經濟成長

本文利用動態最適化控制理論,首先建構經濟成長模型,探討動物繁殖場、寵物業者、消費者,甚至當政府介入時之間的關係。另外,為了抑制流浪動物所產生的社會問題,政府要如何有效管制。而數學模型部分主要係以Di Vita (2001, 2004,2007) 模型為基礎並將此文獻以廢棄物概念修改為流浪動物加以研究討論。
從研究中發現,流浪動物的收容對經濟成長有正面的助益。此外,當寵物業對動物投入需求的影子價格上升或者收容流浪動物的影子價格下跌皆會減少對動物投入需求。最後,政府對寵物業者課稅可抑制寵物業對動物投入需求,除此之外,若流浪動物絕育的數量能大於繁殖的數量,亦能有效控制流浪動物持續成長的可能性。

外文摘要: 

This paper uses the dynamic optimal control theory. First, we construct an economic growth model with animal inputs and stray animals to discuss the relationship among puppy mill、pet shops and consumers, even the government intervenes them in. Besides, how will the government control efficiently to restrain social problems of stray animals. The part of mathematical model is based on Di Vita(2001, 2004, 2007) and modify the concept of the waste to stray animals.
According to the research, it has the positive benefit to take in stray animals for economic growth. Furthermore, when the shadow price increases for the demand of animal inputs in pet shops or decrease for taking in stray animals, the demand for animal inputs will fall. In the end, the government can restrain the animal inputs demand of pet shops by levying taxes. In addition, if the sterilization number of stray animals are more than the breeding number, it also can control in effect for the possibility of stray animals keeping growth.
