臺南市四草野生動物保護區經營管理效能評估歷程與治理思維之個案研究

本研究旨在研究參與農委會計畫「保護區經營管理效能評估-南區」,以台南市四草野生動物保護區(以下簡稱四草保護區)作為研究個案,初步探討四草保護區經營管理效能評估歷程。
研究對象為四草保護區的主管機關以及其相關權益關係人,利用文獻蒐集、訪談、參與式工作坊、會議紀錄、保護區經營管理效能評估結果,分析探討經營團隊在四草保護區的合作關係與歷程
藉由訪談及參與式工作坊,研擬出四草保護區所面臨之壓力與威脅,並列出四草保護區的重要工作項目。由重要工作項目以及壓力威脅的細項分析四草保護區經營管理上所面臨的難度與挑戰。
從研究中發現四草保護區主管機關及權益關係人所關注的壓力與威脅議題不盡相同,但大部分仍著重在棲地營造、保育目標、經營管理策略以及研究調查這四個面向。值得一提的是在人力與經費不足的部分,都對即將成立的台江國家公園寄予厚望。
因此本研究建議未來經營團隊應:1. 保育目標的再確立,2. 取得適應性經營管理的共識,3. 棲地營造的共識,4. 加強巡護管理,5. 加強在地社群的參與,以及6.對保護區進行持續性的研究調查。

This study was a part of the “Wildlife Refuge Management Effectiveness Evaluation-Southern Taiwan" research project of the Council of Agriculture. A case study of Tainan City Ssutao Wildlife Refuge was used to preliminarily explore the management effectiveness evaluation process of Ssutao Wild Refuge.
The subjects include the competent authorities and related stakeholders of Ssutao Wild Refuge. By using literature review, interviews, participatory workshop, meeting records, wildlife refuge management effectiveness evaluation results, this study analyzed and discussed the partnership and process of the management team in Ssutao Wild Refuge
Through interviews and participatory workshops, this study developed the pressure, threats and major working items of Ssutao Wild Refuge. The difficulties and challenges facing Ssutao Wild Refuge in operation and management were analyzed.
It was found that the competent authorities and stakeholders of Ssutao Wildlife Refuge were concerned about different topics of pressure and threat. However, most of topics still focus on four dimensions of infrastructures, conservation goals, operation and management strategies, and monitoring. It was worth mentioning that, both the competent authorities and stakeholders concerned about the inadequacy in manpower and funding, and thus, having high hopes on the Taijiang National Park to be established.
The following suggestions were provided for the future management team: 1) re-establish the conservation objectives; 2) reach consensus on adaptive management; 3) reach consensus on habitat building; 4) strengthen tour monitoring management; 5) enhance the participation of local communities, and 6) carry out the continuous monitoring of the wildlife refuge.
